How to care for a bonsai on the balcony (plants as well)?

I want to know how to protect a bonsai (Ulmus parvifolia – Chinese Elm) (y some succulents) from wind, and I wonder if they will survive very strong gusts of wind? So how can I protect for the winter, cold where I live. They will be on the third floor balcony, all year, I could try to bury the pots in a park near my house when its winter in the vicinity, but can be lost, stolen etc.
